Specifically, the question comes up because a number of other photo editing apps (no names mentioned!) claim "raw image support", or that they use "iOS's raw image support". However, when buyers actually try to use these apps to edit raw files, they find that there are far fewer pixels than the raw image.
Here's what's happening: what these apps actually mean by "raw image support" is that they have the ability to extract the JPEG preview image in the raw file. Mostly, they do so via the built-in iOS functions. The JPEG preview image can be full size for some cameras, but for most images its a fraction of the full size image. The ability to extract a JPEG preview is not the same as the ability to actually process the raw data in a raw image into a full size image! So beware.
Right now, as at April 2012, so far as I'm aware, there are only two photo editing apps that can really process the raw data in raw image files on the iPad:
